The Forests and Land-use Specialist will:
• Assume responsibility for the timely and quality delivery and management of in-country landscape restoration assessments in select geographies in South America.
• Oversee and direct multi-disciplinary teams consisting of IUCN staff, national partners, and/or contractors (consultants, organizations) to analyze and adopt innovative approaches to landscape restoration opportunities.
• Provide strategic insight, appropriate high-level support and interface for activities with governments, private sector, NGO’s and local communities.
• Lead technical teams and develop work plans for the in-country national and sub-national assessments of forest landscape restoration including coordinating specialists in the use of:
• GIS spatial analysis
• Land-use modeling
• Leading participatory mapping exercises & validation workshops
• Deploying the enabling conditions diagnostic
• Putting in place systems and approaches for monitoring of early adoption and delivery of results and impacts
• Develop frameworks and partnerships for scaled up interventions in Bonn Challenge partner countries. This will include:
• Engaging directly with Bonn Challenge countries in South America and organizations on the definition, management and delivery of their pledges.
• Working closely with colleagues, partners, collaborators and stakeholders to ensure alignment of efforts and effective prioritization and deployment of resources.
• Provide intellectual and strategic leadership to a multidisciplinary team to assess forest landscape restoration opportunities at the national and subnational levels in several South American countries.
• Manage and supervise teams of the project’s technical staff and consultants on missions to partner countries.
• Facilitate integration of this work with broader work of the IUCN global forest team
• Support and participate in IUCN-Sur’s fundraising efforts relating to the design of forest- and landscape-related project proposals.

Tasks and responsibilities

The Communication Expert will support the implementation of the FLEGT Facility’s and the REDD Facility’s communication strategies with a focus on writing and editing publications and web-based multi-media content. More specifically, the Expert will: 
  • Support the design and implementation of streamlined, efficient editorial processes
  • Oversee daily and annual programming, management and effective, efficient and sustained implementation of editorial services including timely editing of documents, publications and multimedia content to ensure accuracy, clarity, coherence, audience accessibility and utility, and conformance with policy, style, standards, processes and practices
  • Formulate editorial policy, style guides and standards and advise authors, management, facility experts and close partners on editorial matters
  • Manage a stable of writers, editors and translators
  • Train and supervise newly recruited and freelance writers, editors and proof-readers, manage contracts and evaluate performance
  • Ensure all content meets the facilities quality standards
  • Conceptualize, write and edit content about FLEGT and REDD
  • Adapt and repurpose content for various audiences and news media, including web content, speeches, publications, briefings, talking points, key messages, presentations, videos, illustrations
  • Monitor and synthesize lessons and content from FLEGT and REDD activities, identify emerging trends, and develop key messages.

EFI is seeking a Senior Expert to develop Monitoring and Evaluation system, and to improve Procurement and Contract Management procedures for the EU FLEGT and EU REDD Facilities. The Senior Expert will promote and develop internal synergies between two facilities in supporting national FLEGT and REDD+ processes. He/she will report to the Head of the FLEGT and REDD Unit.

Tasks and responsibilities

  • To develop and maintain efficient systems, procedures and instruments for the EU FLEGT and EU REDD Facilities, including:
    • Progress monitoring and evaluation
    • Donor reporting
    • Value for money assessment and reporting
  • To research new technologies and alternative methods of efficiency in planning, monitoring and reporting for improved functioning of the Facilities’ procedures and instruments
  • Coordinate, support and improve Procurements and Contract management procedures, including:
    • Support Facilities’ experts in drafting tender specifications and terms of references for tenders organized by Facilities
    • Participate in the Evaluation Committee in all tenders organized by Facilities
    • Support Facilities’ experts in contract management


Qualifications

  • MSc or higher university degree
  • Minimum ten years of relevant working experience in monitoring and evaluation, reporting, and managing cooperation projects and funds
  • Experience in designing and implementing tenders and call for proposals
  • Experience in working with donor organizations
  • Excellent understanding of development cooperation. Good understanding of FLEGT and REDD+ is an asset
  • Ability to work on complex and politically sensitive issues with governments, private sector, international actors, NGO’s and civil society

EFI is seeking a Private Sector Expert to improve understanding and develop support mechanisms for Small and Medium Enterprises to comply with changing market requirements for timber in Southeast Asia. 

Tasks and Responsibilities


  • Carry out a diagnosis of the small-scale and informal forest sector in the greater Mekong sub-region and an analysis of  regulatory obstacles and make recommendations where appropriate.
  • Build capacity of private sector and trade associations for advocating the integration and communication of the results of these analysis into the VPA processes and the broader FLEGT objectives.
  • Support the formation of platforms of trade associations at the country level and the selection of country based trade specialists, including related capacity building.
  • Coordinate, atune and synergize with related initiatives working on SMEs in the region including ASEAN private sector networks
  • Serve as private sector focal point within the EU FLEGT Facility

 

Qualifications
 

  • MSc or higher university degree in natural resource economics, public policy, business administration or related suitable discipline.
  • Minimum ten years of relevant working experience, including support to the private sector and in managing cooperation projects and funds.
  • Excellent understanding of forest sector policy and private sector support in the South-East Asia. Good understanding of FLEGT is an asset.
  • Experience in working in at least two ASEAN Member States. Experience in working in one of the Mekong countries is an asset.
  • Ability to work on complex and politically sensitive issues with governments, private sector, international actors, NGO’s and civil society.
  • Demonstrated ability of working in multi-disciplinary teams in multi-cultural environments.
  • Proficiency in English, both spoken and written, is required. Command on Asian language is an asset.
     

Duty Station and Travel

The private sector Expert will be based at EFI’s Kuala Lumpur office with frequent travel to partner countries of EU FLEGT Facility in Asia and regular visits to the EFI office in Barcelona.

Empleo - Two Forest Governance Experts for FLEGT&REDD Unit at the EFI (Barcelona, Spain)


The Experts will work together with other VPA Team members to provide support and guidance to VPA processes, in particular timber legality assurance system design and implementation, including legality definition development in VPA countries, governance-related and institutional issues, and participatory policy development. The incumbents will work closely with FLEGT stakeholders in Europe and in partner countries including government, industry and civil society, providing support to organisations working with these stakeholders.

As part of the VPA team and together with other experts, the forest governance experts will:
  • Support and assist VPA negotiations and implementation processes
  • Assess forest governance challenges in VPA partner countries related to among others law enforcement, transparency, stakeholder participation, legal, technical and institutional reforms
  • Assist countries in their design and articulation of systems to ensure legal compliance also called Timber Legality Assurance Systems (TLAS)
  • Inform institutions and stakeholders on VPAs and engage with government, private sector and civil society actors
  • Exchange with other EFI experts and inform strategic thinking to support VPA processes
  • Research and develop links between the VPA, the broader EU FLEGT Action Plan, and other related initiatives, in particular REDD+

Qualifications

  • Minimum of seven years relevant working experience, part of which in a tropical timber producing country on forestry and/or natural resource management, timber industry, development policy, governance, or related field. FLEGT-related experience an asset.
  • University degree in natural resource management, political science, law and economics, forestry, or a related and suitable field. MSc./MA or higher degree a plus.
  • Wide scope of knowledge and expertise in sectors such as legal and policy reform, development cooperation, natural resource management, timber supply chain and trade, governance, land use. Experience with development cooperation projects and procedures an asset.
  • Ability to tactically and strategically work on complex and politically sensitive issues with governments, industry, NGOs and communities. Professional network with forest sector stakeholders in timber producing countries is an asset.
  • Leadership, capacity for initiative and track record in creative and strategic thinking and pragmatic problem solving.
  • Excellent communication and networking skills.
  • Solid writing, reporting and presentation skills.
  • Demonstrated ability of working in multi-disciplinary teams in multi-cultural environments.
  • Professional proficiency in English is required. Proficiency in French and/or Spanish is strongly desirable.

The EU FLEGT Facility supports efforts to combat illegal logging and promote trade in legal timber. It works with timber producing and exporting countries to develop systems to ensure the legal trade and export of timber products, aiming to improve forest governance. The Facility works in Africa, Asia and Latin America. The Facility provides this support through technical assistance in Voluntary Partnership Agreement (VPA) processes and other arrangements, through the facilitation of dialogue between the EU and timber exporting countries and other forms of cooperation.
To reinforce the Facility’s VPA team, EFI is seeking a Junior Forest Governance Expert.

Tasks and responsibilities

The Junior Expert will backstop VPA Team members in their support to VPA processes.

As part of the VPA team and together with other experts, the Junior Expert will:
  • Support VPA team members in the different aspects of VPA negotiations and implementation processes, in particular assistance to timber legality assurance system design and implementation, and analysis of governance-related and institutional issues.
  • Carry out analysis of forest governance challenges, informing strategic thinking to support VPA processes. Topics to be covered may include law enforcement, transparency, stakeholder participation, timber trade, supply chain control, legal, technical and institutional reforms.
  • Contribute to document lessons learnt in the design and implementation of timber legality assurance systems.

Qualifications

Job - PROJECT MANAGER for the ERA-Net: Enhancing forest research in the Mediterranean through improved coordination and integration - FORESTERRA (Madrid)


EFIMED is now seeking a Project Manager for the ERA-Net: Enhancing forest research in the Mediterranean through improved coordination and integration - FORESTERRA. 

The Project Manager will work closely with the Coordinator of FORESTERRA at the Spanish Ministry of Economy and Competitiveness (Directorate General for Science and Technology), providing managerial and logistical support and contributing to the development and implementation of all envisaged activities.
In particular, she/he will:
  • facilitate the day-to-day activity of the partnership, as well as all legal, contractual, financial and administrative management
  • follow up the activities of each partner in carrying out the work programme and keeping to the budget under the directives of the Steering Committee (SC) and the Coordinator
  • support all partners with regard to European Commission reporting tasks
  • prepare, organise and report on the consortium’s SC and project management meetings
  • ensure the effective internal flow of communications and information exchange between partners

Qualifications:

  • Masters degree in forestry, agriculture or environmental sciences
  • At least 5 years’ experience in the management of international research projects or programmes
  • Proficiency in English and Spanish. Good knowledge of and French is an asset
The Project Manager will be an EFI staff member. The successful candidate will be expected to take up the post in March 2015. A fixed term appointment until December 2015 is envisaged.
